Canada has announced full details about the Home Care Worker Immigration Pilot (HCWP), which allows foreign nationals to apply for permanent residency (PR) if they work in home care.

Overview of the Home Care Worker Immigration Pilot (HCWP)

The HCWP is divided into two programs:

  • Child Care Pilot (for child care workers)
  • Home Support Pilot (for home caregivers)

Each program has two application streams:

  1. Workers in Canada Stream – For applicants already working in Canada. Applications open from March 31, 2025, to March 30, 2026.
  2. Applicants Not Working in Canada Stream – Details for this stream will be announced later.

Who Can Apply?

What Jobs Are Accepted?

To qualify, applicants must have experience in the following jobs:

  • Child Care Pilot:
    • Home Child Care Provider (NOC 44100)
    • Early Childhood Educator or Assistant (NOC 42202)
  • Home Support Pilot:
    • Home Support Worker (NOC 44101)
    • Nurse Aide, Orderly, Patient Service Associate (NOC 33102)

Important: Work experience in daycares, nursing homes, or as a foster parent does NOT count.

What Type of Training is Accepted?

If you do not have the required work experience, you can qualify with a six-month education credential related to home care.

The training must:

  • Be relevant to one of the eligible jobs
  • Be post-secondary (after high school)
  • Be full-time (at least 15 hours per week)
  • Be completed in person (not online)
  • Be completed within two years before applying

What Kind of Job Offers Are Accepted?

To be valid, a job offer must:

  • Be full-time (at least 30 hours per week)
  • Be from a private household, business, or non-profit organization
  • Be outside Quebec
  • Offer wages at or above the provincial average

Job offers are NOT valid if:

  • They come from recruitment agencies
  • They are for daycare jobs or nursing home jobs
  • They are self-employment opportunities
  • They are from close family members

Special Conditions for Workers in Canada & Out-of-Status Workers

Workers in Canada:

  • Must be living in Canada with a valid work permit or maintained status
  • Work done on a student visa does not count

Out-of-Status Workers:

  • 140 spots are available for out-of-status workers (those who lost legal status but meet all other conditions)
  • Must have entered Canada before December 16, 2021 and have continuously lived in the country since then
  • Cannot apply if they have a removal order or made a refugee claim

Settlement Funds Requirement (For Applicants Outside Canada)

Applicants applying from outside Canada need to show proof of funds to support themselves and their family.

  • Employers cannot charge applicants recruitment fees.
