Good news for foreign workers in Canada! IRCC (Immigration, Refugees, and Citizenship Canada) has extended a special rule that makes it easier for people with closed work permits to switch jobs. If you’re working in Canada and want to change your employer or occupation, this rule might help you do it without waiting months for a new work permit.

What is a Closed Work Permit?
A closed work permit, also known as an employer-specific work permit, usually ties a foreign worker to a single employer and a specific job. That means you can’t work for anyone else or take a different job unless you get a new work permit first — which can take weeks or even months.

But thanks to a temporary public policy, foreign workers already in Canada can now ask IRCC for special permission to start a new job before their new work permit is issued.

Who Can Use This Rule?
To qualify, you must meet all the following conditions:

  • You’re currently inside Canada and have a valid temporary resident status (including maintained status if your previous permit expired but you’ve applied to extend it).
  • You’ve already submitted a new work permit application (either for a new job or an extension).
  • You were authorized to work when you applied.
  • You have a valid job offer for a different employer or occupation.

Once you meet these conditions, you can request this exemption from IRCC. If approved, you’ll get an email confirmation, usually within 10–15 days, letting you know that you can begin working in your new job while waiting for your new work permit.

Important: Don’t Start the New Job Without IRCC Approval
Even with this policy in place, you must wait for IRCC’s confirmation email before starting your new job. If you begin working without it, you could violate immigration rules.

What’s New in 2025?
On May 27, 2025, a new version of this policy was introduced. It replaces the original one that began in May 2020 during the COVID-19 pandemic. The main change is that applicants now have to give biometrics again (like fingerprints and photos) as part of the new work permit process. Earlier, this step was skipped due to COVID-related delays, but it’s now required.

The updated policy will stay in effect until IRCC decides to remove it, which can happen at any time without warning. So if you’re thinking of changing jobs, it’s best to act soon.
