The new Human Capital Pathway under the Manitoba Provincial Nominee Program which has been indicated under MPNP Renewal is scheduled to be launched in the month of November 2018.
The biggest difference between the Human Capital Pathway (HCP) and it is very successful Express Entry Pathway is that HCP is not linked to Express Entry and hence will not require the minimum 67 MEC points that are mandatory for the creation of EE profile.
Applicants will, however, need to score at least 60 points on the MPNP grid point.

Interested candidates will file an EOI with Manitoba. Successful applicants will receive LAA (Letter of Advice to Apply). On positive nomination, they can then apply to ICCRC for their permanent residence to Canada.

Age | 18 or older (There is no maximum age, but points are not awarded for age to any applicant older than 45) |
Adaptability | Demonstrate the ability and intent to become economically established and reside in Manitoba; AND Have the confirmed support of a close friend or relative who has resided in Manitoba for at least one year; OR Demonstrate previous post-secondary education completed in Manitoba within the past five years; OR Have previous work experience in Manitoba within the past five years; OR Hold a valid Invitation to Apply issued by the MPNP. |
Settlement funds | Demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period. |
Once eligibility has been assessed, the candidate needs to score at least 60points on the MPNP points grid
Following this, you can now submit MPNP EOI (Expression of Interest) and enter the candidate pool. You will be ranked based on the score grid out of a maximum of 1000 points. The scoring grid is available here
The score gives you a rank in the pool and periodically Manitoba will conduct draws to issue LAA to highest ranks in the pool. This LAA allows you to apply for a nomination from Manitoba.
Main requirement for MPNP Nominee program
The candidate must have atleast 6months work experience in an occupation that has been listed in the MPNP demand list.

The candidate must have a connection to the province of Manitoba by any of the following ways:
You must demonstrate the ability and intent to become economically established and reside in Manitoba;
AND
Confirmed support of a close relative who has resided in Manitoba for at least one year;
OR
Previous post-secondary education completed in Manitoba within the past five years;
OR
Previous work experience in Manitoba within the past five years;
OR
A valid Invitation to Apply issued by the MPNP.
Once the applicant receives a successful nomination from Manitoba, an application (paper application) can then be made to ICC for PR to Canada.
