Status: Starting March 31, 2025
Home care workers play an important role in Canadian society. They help take care of children, support seniors, and assist people with disabilities to live independently. They also help more Canadians work and contribute to the economy.
Canada is launching new immigration programs to make it easier for home care workers to come to Canada and become permanent residents. Here’s all the information you need about these new opportunities!
What Are the Home Care Worker Immigration Pilots?
These new pilots will help home care workers who work in home support or childcare become permanent residents in Canada. The program is designed to fill the growing need for home care workers in Canada. It will help people get permanent residence without needing to first work in Canada for years.
There are 2 main streams:
- Workers in Canada: For those already working in Canada.
- Applicants not working in Canada: For those outside Canada, which will open at a later date.
When the pilots open in March 2025, only the Workers in Canada stream will be accepting applications. The other stream will open in the future.
Key Features of the Home Care Worker Pilots
1. One-Step Process for Permanent Residence
- No need for Canadian work experience: Home care workers and their families can apply directly for permanent residence without having to first gain work experience in Canada.
2. Lower Language and Education Requirements
- Language: Applicants only need to prove basic language skills. A level 4 in the Canadian Language Benchmarks (CLB) is enough.
- Education: A high school diploma or its equivalent is required.
3. No Canadian Work Experience Needed
- Applicants do not need previous work experience in Canada, but they do need recent relevant work experience (at least 6 months) or related training in home care.
4. Flexible Work Options with Job Offers
- You can work in various settings, such as:
- Private households
- Home health care agencies
- Pediatric home health care services
- Personal care services
- And more!
- A full-time job offer is needed, but it must be outside of Quebec.
Who Can Apply for the Home Care Worker Pilots?
You are eligible if you meet these basic criteria:
- Language: You must have level 4 language skills in English or French.
- Education: You need a high school diploma or higher.
- Work Experience: You need at least 6 months of relevant work experience or caregiver training.
- Job Offer: You must have a full-time home care job offer in Canada.
You do not need a Labour Market Impact Assessment (LMIA), which makes it easier to apply.
What If I Applied to Previous Pilots?
If you applied to the Home Child Care Provider Pilot or the Home Support Worker Pilot before June 17, 2024, your application is still being processed. If you now meet the work experience requirements, you can submit the proof to update your application.
If you didn’t apply to those pilots, you may still be eligible for these new Home Care Worker Immigration Pilots.
Can I Apply If I Don’t Have Status in Canada?
Yes! If you’re a home care worker without status in Canada, you might still qualify for the new pilots. However, there will be a limited number of spots available under a special policy.
How to Prepare for the Application
While full details will be available closer to the opening of the pilots, here are some things you can do now to get ready:
If you’re already in Canada:
- Take a language test and get proof of your language skills.
- Have your education assessed (check how to get an Educational Credential Assessment).
If you’re not in Canada:
- Don’t start preparing your application yet. Wait for more information about the stream for applicants not working in Canada.

Q1: Do I need a job offer from a recruitment agency?
No, you need a job offer from a direct employer in Canada, not a recruitment agency.
Q2: What kind of jobs qualify for this program?
The job must be related to home care, such as:
- Helping children
- Supporting elderly people
- Assisting people with disabilities
- Home health care services
Q3: Can I apply if I don’t speak perfect English or French?
You only need a level 4 in language proficiency, which is a basic level. You don’t need to be fluent, but you should be able to communicate effectively.
Q4: What if I have no experience in Canada but I have worked as a caregiver in another country?
That’s fine! As long as you have recent, relevant work experience (at least 6 months), you can apply. You can also apply if you have caregiver training.
Q5: Can I apply from outside Canada?
Yes, the program will open for people outside Canada later. If you’re outside, you’ll be able to apply once the “Applicants not working in Canada” stream is open.
Conclusion
The new Home Care Worker Immigration Pilots are a great opportunity for skilled workers in the home care sector to come to Canada and become permanent residents. With lower language and education requirements, and no need for prior Canadian work experience, it’s an easier path for those who have the skills and experience in home care.
