Streamlining Work Permit Processing: The CAN Work Philippines Pilot Program

Canada is known for its diverse and growing workforce, with immigration playing a vital role in the country’s labor force growth. As the demand for skilled workers continues to rise, the Government of Canada is taking a significant step towards making the process of hiring foreign workers more efficient and ethical. On October 19, 2023, the Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship, announced the launch of CAN Work Philippines—a pilot program designed to streamline work permit processing for Canadian employers recruiting in the Philippines.

The CAN Work Philippines pilot program is introduced at Immigration, Refugees, and Citizenship Canada’s (IRCC) visa office in Manila and coincides with the first-ever Philippines-Canada Friendship Week. This initiative aims to provide eligible Canadian employers with a more straightforward process to hire skilled workers from the Philippines, ultimately contributing to Canada’s economic growth.

Key Highlights of the CAN Work Philippines Program:

Efficient Work Permit Processing :The pilot program simplifies the work permit processing for Canadian employers, making it easier for them to bring skilled workers from the Philippines to Canada.

Group Appointments :

Employers can schedule group appointments for medical examinations and biometrics for potential employees. This streamlines the process and ensures that workers can come to Canada without unnecessary delays.

Eligibility Criteria :

The pilot program is open to Canadian employers who are recruiting from the Philippines, specifically those hiring approximately 50 or more workers or for critical occupations in sectors like health care, construction, and agri-food.

Ethical Recruitment :

Employers participating in the program must demonstrate their commitment to fair and ethical recruitment guidelines, as outlined by the International Organization for Migration (IOM). This ensures that the recruitment process is transparent and just.

In addition to these benefits, IRCC is providing $200,000 to the IOM to promote fair and ethical recruitment standards in the Philippines. This funding will enable the IOM to work closely with the Government of the Philippines, conduct training sessions, and advocate for the use of the IOM’s Fair and Ethical Recruitment Due Diligence Toolkit among organizations involved in recruiting talent from the Philippines.

The Philippines has long been a significant partner in Canada’s Indo-Pacific Strategy, and it has been a major source of newcomers to Canada. The CAN Work Philippines program not only strengthens the bond between the two nations but also addresses critical labor shortages in the Canadian economy. This initiative further establishes Canada as a prime destination for global talent.
